The Housing and Utilities State Information System will be modernized primarily from the point of view of customer paths, explained Lyudmila Bogatyreva, Head of the Digital Solutions Department at the Polilog Agency, in a conversation with RSpectr.

In particular, the Ministry of Construction announced the service “History of the Life of a House” in June, where the user will have access to information about the quality of the service provided by the content writing service management organization, the average cost of utilities, and plans for major repairs. The service has already been piloted and is being prepared for launch. A number of others have already been implemented, for example, homeowners are informed about the planned shutdown of hot water.

Lyudmila Bogatyreva noted that the optimization of the platform taking into account the interests of consumers corresponds to the approach to designing the “Housing and Utilities and Urban Environment” domain, which also places an emphasis on customer services.



The domain is being developed by the Ministry of Construction of the Russian Federation. GosTech provides methodological support to the department's specialists in its design, the organization's press service told RSpectr. As part of the domain design, services are being developed aimed at improving the quality of government services to citizens and management companies, they emphasized there.
One of the domain services is called "Citizen", it will be used to reimburse housing and communal services costs for those who are entitled to subsidies from the state.
By 2024, the GIS Housing and Public Utilities will possibly be included in the cloud of the GosTech platform – by that time, all state systems will be transferred to its circuit

Dmitry Chernyshenko stated this earlier. Since last year, a new contractor, the Information System Operator company, has been developing the GIS. They did not respond to RSpectr's request.

WHAT AND HOW TO PROTECT

Systems like the GIS Housing and Public Utilities contain a huge amount of data about residents, including addresses, personal information, payment information, so their level of protection must be high, Stanislav Sidorov, CEO of Pro Control, explained to RSpectr. According to him, information security (IS) must be built into all levels, from equipment and infrastructure to procedures and policies.

– This includes protection against unauthorized access, data protection during transmission and storage, regular penetration testing and employee security training.
What exactly the information security system should be is determined by individual requirements and depends on several factors, namely the established protection class, the information security threat model and the intruder model, Alexander Khonin, head of the audit and consulting department at Angara Security, told RSpectr.
